    I have a question regarding adsense guidelines.

    I was thinking of starting a site called unitedadclickers.org. where everyday I would post up a different website, for the sole purpose of having my website visitors go visit that website, and click on some of their ads.

    Would this be against policy?

    Yes i think stealing money from google would not only be against their rules but may well end up with you in court.

    Even google doesn't like exchange of traffic. But exchange of clicks? This is even worse.
