    The process is complicating and most people do not have any balances on their accounts or even have Premier/business accounts so I supposed most people would not use the option as the loophole.

    Customers want quick and fast means of paying.

    Like you say, the customer first need to sign up for a premier account then try to make money through paypal then go create a CSV File with the payment details and after that navigate through Paypal to upload that file. Then on top of that, the customer needs to pay the $1 fee to send the money. It does look like a lot of work and troublesome for most.

    As a customer, I would certainly not take this route so that I could inconvenience myself so that the seller would have the cost advantage.

    Well, you would need to understand the purpose of Mass Pay. It is not a means in which people are supposed to use to pay you money for your goods and services. It is supposed to be used by an affiliate program owner to pay their affiliates. There is no sales involved and thus there is really no reason for a chargeback or a dispute.

    I supposed the only dispute is that the affiliate program owner shortchanged you by giving you less money than what you are supposed to earn from the program.

    Remember that if you get your buyers to pay through this method, you are abusing the system.

    i agree. paypal masspay has been around.
    it's just that nobody is maximizing this addon utility from paypal.
    i was able to save few bucks while using it - whether big or just a small
    transaction, this has proven to help out paypal users.

    Quick question here ... is it documented anywhere that Masspay should not be used for regular transactions ?

    I did not come across it anywhere. May be they would have and I've missed it. If in case you find it please put it across, so that it serves as warning and people can use it at their own risk :)

    If you look at the Mass Pay info page at https://www.paypal.com/us/cgi-bin/helpscr?cmd=_batch-payment-overview-outside , did it say anywhere that it should be used for regular transactions ?

    It is clearly stated that

    Besides the word 'Mass' in the English Dictionary refers to Bulk or Many. It does not mean the one-to-one payment.

    In the Help section, it reads

    Was there anywhere which say that Mass Pay can be used for regular transactions typically for the one-to-one payment ?

    If I want to send money to 2 or more people, I can use this masspay, rite? :)

    I didnt see in the dictionary 2 are not considered as mass.

    That would definitely be better than one but you did see that the example that Paypal gave for the usage of Mass Pay is for affiliate managers to send money to their affiliates or distribution of prize money and so on. All basically sending money to those NOT for the purchase of goods and services.

    I would believe that if you just start your affiliate program, you would not have 10,000 members right away so everything starts from one.

    In the end, Mass Payments does not benefit the sender since they have to pay the fees and the process and conditions are complicating for most, it only benefits the receiver.
