What is the service you are providing to your clients. A paypal account goes under investigation if the buyer or your client put a charge back in Paypal. Please clear us your situation.

You problem is really unexpected. Your clients might have funds from stolen credit cards or stolen paypal (it might have happened;i am not sure). And when paypal got charge backs they are deducting the money from your account.

You know that their clients are "good" but PayPal "scammed" them?

You will need to restore your account by adding additional funds to your PayPal account in order to make everything normal.

It doesn't matter if you have "done nothing". Your balance is negative because from what it sounded like you've said, people have performed chargebacks because they supposedly haven't received what you were supposed to send them. I'm not sure of the exact circumstances with your purchasers but as of right now, you owe PayPal money.

If you want your account then you must pay. But if you can afford to let that account be closed by paypal then let it be negative.

    pay them ofcourse ;)

you did something wrong, paypal wouldn't just pick you out of the blue and deduct 300$ from your account

    call paypal

and yes, they may be upset if you made another account just to bypass your fine..

I'm not sure about this, but as far as I've heard, no one can have 2 paypal accounts.

How do you create? Same postal address?

Then there may be a problem for you in the future for the next account also.

You are allowed to have one personal account and one premier or business account.

You say that you haven't done anything wrong, but not repaying what you owe IS wrong. If someone had disputed a payment and that left your balance negative, it is your obligation to bring the accounts balance back to normal. If you don't do so, this will cause your other account to be limited at some point.
