According to TOS you are not allowed to inflate impressions. So, do not do it too often/too many times.

hmm... sure makes it hard for those with CMS where everything is done online. guess we can disable adsense during times of heavy construction.

It might be a problem if a significant percentage of your page views come from you refreshing the page. There shouldn't be a need to refresh your website very often once you have it all set up.

I usually turn off javascript while designing, but I still occasionally like to see what the final result is so I view the page with the ad. Have had no problems doing this through the years.

If you happen to refresh too many times then I suggest you remove the ads when refreshing / reviewing your site changes . May be this will answer your Q !

    I c&p what's Google said in a FAQ entry:

    "
Can I view my own site without generating invalid impressions?

Yes, you're welcome to view your own pages without generating invalid impressions. However, please keep in mind that clicking on your own ads is strictly prohibited by our program policies (http://www.google.com/adsense/policies). As you may know, we constantly monitor all clicks and impressions on Google ads for any invalid activity that may artificially drive up an advertiser's costs or a publisher's earnings.

Some ads are site specific and you are paid per impression, not by click....
