Well i can code it to w3c verified table-less xhtml but as for the rest you'd need a php coder... Not sure you will have luck finding a great php coder that has professional html skills. Maybe a team tho.
I can code your PSD into valid table less xhtml/css format but after that you need programmers/coders to do the rest of the stuff. This can't be done by 1 guy, you will need people with different skills for your complete project

You don't need to worry about my iTrader (although I know you will, and you have every right to do so, but I have only just joined). If you do decide to hire me, you could pay me in sections after each part, or just pay me when everything is finished, that way you have nothing to lose.
Unfortunately I don't have any samples of previous work as they were only on my old computer (not internet). I do however have some very advanced PHP/JS samples I can show you (I don't know why, but just in case)?
I expect most PHP developers would also be good with HTML. It's not like you start PHP with no HTML knowledge, you learn PHP after HTML.
Anyone can do HTML. Only a few can do HTML well. Same with PHP. There's nearly no-one expert at both. Better to hire one of each.
