try writing them an email.. my paypal was limited before but they can reply to your needs within a week
I had the same problem, It is very easy to solve Ok, just follow this steps: 1) Take picture of you passport and any document that proves your address 2) upload this pictures through PayPal resolution center 3) wait 2-3 days and PayPal will restore your account
