Which sites have a full PR10? The only two I have ever seen is www.adobe.com and www.w3.org Are there any others out there?
that list seems unlikely. Why is there a completely un-spectacular university website on that list and what in the world did they do to deserve a PR 10? and how much uis the us government paying google to be a PR 10?
Keoi University is not that completely un-spectacular university as what you made it out to be. It is one of the best in Asia and I am not surprise that it would be well linked by strong backlinks from other well established universities all over the world.

PR 10 is quite an aceivement. It doesn't surprise me to see w3 on the list I think they are a .edu site
I think you should contact adobe and and all other PR10 websites. That way your page rank will be 11.
Umm...PR is not worth paying for? Just have good, useful content. Otherwise, maybe you can do a partnership with Adobe and Apple and they'll link to you. If you're thinking of buying those links you'd better be swimming in cash.
