    They get a high fake PR so people will buy links and then when the next PR update comes around their PR goes down to 0.

    The Google Toolbar PR is correct. But it shows PR for www.google.com.pe and not for the Directory. There must be some way the webmaster is Showing a different URL to Google Toolbar and different URL to Visitor.

    First you should search for the site domain in google and see what site is the results came with.

    If it shows other site, then it is probably the site that you're search for are using fake PR.

    The thing is 90% webmasters are newbies and have too much phobia for PR. They eventually are trapped by these smart directories by faking PR. They obviously don't know the most common method of checking real PR, use google info: operator to check original website pointer.
