Paypal is feasible for persons in the same country but electronic transfer between banks in the same country may be cheaper (or free) than Paypal processing fee.

Paypal does not prevent anyone from the same country as you to pay you. As long as you come from a paypal approved country which can receive funds, there should not be any restriction. Paypal does support about 16 local currencies which means that if you are from that one country, you can get paid in your local currency.

As to whether you can withdraw to your bank account would depend on which country you are from. You can use any bank as long as they are legally recognized by your government and banking community.
