25 connections which can handle a nice size forum. You need to keep in kind this is connections at this very second. So a forum with say 100 people online would not have 25 people visiting a page all at the same time.

Yes, but you cant get a 500mb ram vps for $10/mo haha....Your VPS would have 8 way proccessing(8 cpus at around 75mhz each) That would allow for many people online at a time. Your vps would also be able to be scaled up instantly.

No. Once a page is loaded, the web server dosen't need to fetch mysql data. As such, there is no connection once page is loaded. If you won't have 100 people online at same time, all clicking on various threads without any wait(DOS attack/spambots) there there is no issue.
