I have started a list off of the most important websites that have a PageRank penalty on my blog. So far I have got:
    1. Environmental news network
    2. The Irish Independent
    3. The Wall Street Journal
    4. The Times Of London
    5. W3 Schools
If you know of any other really important websites that have been hit with a PageRank penalty, please let me know and I may add it to the list.

The list along with some more info. about the penalised sites can be found here:

Can't understand why The Times has one. It will be interesting to see if Google fixes it.

Virtually the whole Yahoo Directory has Gray PR, go to the main page which has PR8 http://dir.yahoo.com/

Click the categories on the left, one click away from PR8 and they are gray. However according to Matt Cutts it's a canonical issue, the entertainment cat you mentioned has no PR but if you manually change the URL to lower case it does.

So it should come good next update.

Sure, Rustybrick made an entry here on SERoundtable which also contains a link to Webmaster World where Matt Cutts replied.

Yeah am sure as well that Yahoo Dir will get a PR on the next update... It's just a matter of time and as mentioned above a URL changing issue.
