Yes of course we do custom packages. Regarding the specs that you want against your budget of $30, its not possible, cPanel license itself costs us providers around $15 (Unless internal license is a possibility, which for us is not). Unmetered bandwidth is also not possible with your budget, after the cPanel license (which costs $15) you only have $15 left, and unfortunately unmetered bandwidth is not possible for that price.
