Is that over optimization??

I have new brand site and I just complete there on page work and now I'm going to of page work I disced that 1 Press release and 1 article submit per day and start other works also like directory submission etc. Is that over optimization on my new site or should I go with this or change our plan?

It's just not over optimization. You can go ahead.
It seems fine to me.
But try getting more backlinks from a variet of sources like dir. submissions.
The main thing to remember in all of these activities is you must keep on using different keyword anchor texts for your links.
Your speed is ok.
