    Your talking about Paypal right?
If so, you must answer a series of questions, and provide proof of
    -Address
    -Social
    -I.D.

You should find more about this in your account.

Like Killerbee said, it's dependant on why your account is limited. Log into your account, and go to resolution center. You should get a list of things that are required to restore your account, can be anything from a tracking number, to personal information, to the name and contact info of your supplier.

you need to contact them through resolution centre, and provide them proof/evidence/whatever that they ask..

    its quite simple actually.

Dont wait to long to resolve as they might lock you out for 180 days..

Anyway, i have written a case study of my own limitation and how i solved it.. Maybe it can help you (its a free download )

Paypal are useless, my account got limited, I sent the proof of ID (driving license) and they say it is still 'in progress'

Dont use them unless you want rubbish customer service!

I have been waiting 2 weeks

I would just give up with PayPal, they dont have customer service, just a bunch of lazy slob 'managing directors' who do nothing

So why not call them and tell them your problems. You can easily get your account unlimited if you call them.
If you are in US then call them on Toll Free Numbers otherwise outside US use Skype to avail facility of toll free calling on Skype on toll free numbers.

They dont have a number! The only number they provide on there website is to let you know about how much money you have in your account

Call using Skype it would be free to contact Customer Care of Paypal and number is

+18882211161 and if you do not get them on first one then here is second one

+18776729725 Both are toll free from Skype.

It will connect you with Customer Care Representative and then you have to get through to Resolution Department and tell them your problems.. Simple . I am from India and have spoken to Paypal Representatives through Skype free of cost..

Do you verify it using VCC?
