block certain traffic for proxy

i have seen people say that they have blocked traffic from Saudi Arabia and Iran from accessing their proxy. do you think it is a good idea?

 

Yes,adsense pay less for those country

 

and how can i block the whole country. i know that they have an ip range but i dont know what it is.

 

i want to do this too- saudi, iran, and china
