    Is the links that are obtained from writing comments ,are considered as backlinks?

    Sure. To be useful for SEO they should not have "nofollow" attributes.

    That's correct. Try to comment on a blog or site that has high PR with do follow attribute enabled, which will not only count as backlinks but also help you in increasing your PR :D

    Links posted in comments are still backlinks. And yes, watch to make sure there are no "nofollow" attributes attached to them.
