Many people made their money using Arbitrage but once they came to know about it they banned all publishers who are into arbitrage

What does that means , are you planning to promote others website through your adword account . I think you can be caught because they ask you for cc card or debit card to use adwords so they have total details of promoter as well as they have detail of that adsense account to whom they issue a check. If that account got banned and he files a complaint against google than google will catch you via bank details . They will find both name and address different they can file a sue case on you .
if your blog is a quality one and you just want to increase your visitors. if content is valuable / original for visitors. there is no harm in promoting your blog/site with adwords. however using adwords vouchers may cause danger. there are huge number people who use to promote their site/blog that has adsense ads.
yes.....i agree......as long as you have a site with unique content that is of benefit to visitors.......you can drive traffic to your site......even if you have adsense on it......you are not driving them their for the adsense....you are driving them their for the benefits you are offering......and if they happen to click on some ads....good for you!...
