Well, The scammer open unauthorized claim after getting of digital goods from my product, So now I have send all informations regarding on that buyer to Paypal. But Paypal respond me to submit your information through the
    Resolution Center.

when I login to Paypal, and check Resolution center. I didn't see anything about "File to Claim".

    https://www.paypalobjects.com/WEBSCR-525-20080606-1/en_US/i/demo/file_claim.gif

Well, there is only one button for now, "Resolve", I didn't want to click it, if i click it, it might let the fund fly aways from my account.

What should I do now, any suggestion! please let me know.

Umm .. Then i misread it completely :D

winthan -> Don't worry, just reply paypal, with this text below :-

"According to the User Agreement, PayPal's Buyer Complaint Policy applies
only to the shipment of goods and not to services and other intangible
goods. For that reason, kindly close this dispute."

and you will win the charge back case.

Still do not worry, the case will be decided on your way, that is 100% sure !
Just update the claim with all relevant information, to proof it is matter of digital delivery !

paypal said "Case PP-486-671-xxx is not a Buyer Complaint. The payment you received for $$$ USD is potentially fraudulent and is currently in Review. We will keep you updated via email"

well, they said that is not buyer complaint. Indeed that was buyer compliant, that's why it opens on dispute, otherwise how can paypal will know about problems details without any rise :) how cheap paypal is!

    Hello,

Paypal is not "cheap" , they are right .. the payment you received was may be "fraudulent" , which means, the buyer, send you payment using someone else's paypal account.

If this is the case, you will be debited with the concerned amount, and it will be credited back to the owner's account, who's account was misused.

But in some cases it happens that, the buyer, does fraudulent chargeback instead of claiming digital products, as he knows that, paypal will not consider this scenario.

But, in any of the scenario, it is not difficult and may be impossible to get back your money which is blocked.

    Remain Blessed !

Sorry to hear that, it seems that most of the time the scammer wins with paypal.
