You can do this via Wordpress. The plug in doesn't do this, not needed.. Those are not articles, but questions from Yahoo Answers. Articles just appear as posts. Next version will add RSS feeds, but they are not nearly as effective as 2.0 feeds.

Google and other search engines love Wordpress blogs with content from real sources. This plug in allows you to create targeted blogs with content in minutes and can rewrite content making it unique, if desired.

 

I'd also like an expleanation of how the content is rewritten and an example.

So many of these things come out as gibberish.

 

This plug in uses either Markov Chains / Google or Babelfish translation. You can easily do a search to learn how these prinicples work. Some of the top Article rewriters on the market like "The Content Solution" use Markov Chains to rewrite articles. They aren't perfect but I have found that just usng them on the comments makes a diffference. You can select to rewrite post of just comments.
