    The torrent protocol isn't illegal...

    That's like saying http is illegal.

    Hi,

    on utorrent there is an option in the file menu:

    create new torrent. In Botcomet it was something similar. Just open your torrent client and look for the option to create a torrent!

    Use a bittorrent program like utorrent to make it.

    It's allowed.
