CTR is way to low... Almost 30 cents per click, that's quite good. I think what you should do is to improve CTR.
I don't think you can say that GA hate you because of this. Your per click value is extremely low, you may be targeting at a much lower priced niche.

no man.. you getting USD0.23 per click.. its quite high.. you just need to work harder on CTR.. if you can shoot to just 3-5%, you will earn a lot.. GA don't discriminate Asian publisher..
To those people who are telling you that GA is a scam, I would have them tell the adsense earners who are making over 4-5 figures even 6 figures per month that Google Adsense is a scam.
I will say you are right that most of big advertisers are interested in us and English countries but it is not so bad for Asians also , your ctr is very low try to do some other placements . I have many friends in Delhi earning $400 to $500 buck's per month .
Yes, this is a problem with CTR, not payment. I get av. 5c per click, in Australia with mostly american traffic.
it all depends on the economy and what advertisers are willing to pay unfortunately asians are on receiving end on both the cases in relation with heir western counterparts
you had only 48 clicks but got 11$. it's better than my game site mate (babegamer.com) . Although I have 50% traffic from usa, adsense give me 1 cent per click to max 20cent/click. And site language is ENglish. In addtion, my CTR is alway higher than 5% , but result is always bad. CTR is not useful in that way. I have ads running in china and i get like 13 cents per click, 23 cents per click isn't bad at all. The advertisers in Asia is not willing to pay more than 50 cents per click due to their budge is low, there is no way you can get more than what advertiser is willing to pay google
