Most major domain registrars accept Paypal. If your account is verified, no registrar should have any issues in accepting Paypal. This is not to say that all registrars require your account to be verified, but some do want it to be so in order to minimise the risk at their end.
Personally i favour dynadot for domain reg and zzhosting for hosting (they have an awesome reseller package). I also use server4you for dedicated windows servers, and they also accept paypal.
