Does adding title in a tag help in SEO in any way?
I know that IMG ALT tag does help search engines in finding about Image, but what about title tag in <a>?

Or it is just for usability?

Actually they won't help you that much at all. They're there for your users, so you're going to be best off using it (and every other HTML element, attribute and value) for its intended purpose.

Agreed, to think that the title attribute carries no valuing factor in search results is rather silly. It's used for user accessibility and is probably factored in some how into search results, might not be much but why not use them for the users the small value they can carry?
