That's allowing someone to live if they pay you.
They still converted many by oppression. When all this is backed up by the sword that's what people are converted by.
Just because they live longer if they pay doesn't mean they won't convert eventually.

 

Right, but the jizya was not levied on women, the young or the elderly. At the Wikipedia link, there is historical precedent for young men and their tribes being exempted if they would share in the defensive duties with the army of the Wali.

Even if someone converted to Islam to avoid the jizya, they would immediately be in a system of paying zakat.
