Most providers just handle the DNS right on the server that is handling serving the actual web pages. So I'd say you pay for quality which is why we don't have $5/month plans for 1TB of space or anything like that. But you'll find over time when your websites are never down it was worth the bit of extra money.
This normally happens when there is a problem with the switch or when you do not have a switch correctly installed or your switch is not accessable in that country/location. Just thought I would point you in the right direction.
