Can PayPal enable you to create a regular payment form?

PayPal offers a business account, right? It can also let you make it into a kind of payment gateway, right? But can PayPal let you to create a regular payment form? In other words, can PayPal let your customers make payments even if they don't have PayPal accounts?

(Or more specially, can I create a payment form like this, on which new members can make payments without having PayPal accounts?)

That form only mentions cheque as a payment method?

 

Many International Customers do not have Paypal Accounts but they pay using Credit Card on Paypal. So it is easy to get paid using Paypal without buyer having the account.

By the way you mentioned a site which is having a simple form which will register the cheque number in your name and as soon as they recieve the payment they will ensure your membership. So you can accept Checks on any site. Just Mention your Business Name or Name on your Bank Account and you will recieve the payment , deposit check in your bank and as soon as it gets cleared you get the payment. Simple ..
