Go to Contact PayPal, Then Select NAME CHANGE Box, Then Upload your Documents which Prove your real name. Your name will be changed in around 48-96 Hours
If you change your last name legally, tell Paypal about it and then submit the court documents to certify the changes. I supposed that if you are in the witness protection program, it may be a better idea to close the old account and start a new one with your newly assigned name.

If you want to change your business name on your account just click on your "profile" text button (disregard the drop down menu because it only gives a few choices), then look under the Account Information heading and look down the list of links - click "Business Information". Here it gives you the option to change the contact person for your PayPal business account. When you click on this text link it will give you four options: Personal Name Change (marriage, divorce, legal) Personal Name Change (incorrect at signup or minor name change) Business Name Change (change contact name) Business Name Change (business name) I hope this helps.
