It's not too bad but it does not display correctly in Opera or Firefox. Tables have been used rather than CSS and divs. I wouldn't call it good quality, but it depends on how much you're paying and if you're willing to alienate everyone except MSIE users. If the person is charging only $1 an hour and you only want MSIE visitors then you're sorted, otherwise back to the drawing board/next candidate.
My opinion is you'd be crazy to hire this designer. The page looks awful, no shine all, the about link is broken/contains no information, that ad makes no sense (who helped who design 880 million pages last month? If this site is making this claim, they are spam kings) the design is a hodgepodge, and for some reason they seem to be keyword stuffing "Dreamweaver 8 documentation" over and over. That's not SEO, that's an insult to visitors. Look at it. This is not a professional page, not even a good amateur page. Shop on. I wouldn't let these guys design an autoblog for me.
Personally I think the overall finish is generally quite poor. The logos appear blurred around the edges they simply aren't sharp enough, they definitely don't grab your attention and nor does the colour scheme although having said that I do like the use of the colour blue on your site as it looks quite corporate...sorry back to the logos they aren't clickable!...maybe thats personal preference but get them clickable!
