Is there any seo tool out there that can calculate the link juice to a backlink by dividiing total linkcount/PR of the page?

I doubt it very much. It's not a scientific rule, nobody can estimate it.

Nope, the true Pagerank alogorithm is a protected secret and only known by Google engineers, all those predicting Pagerank scripts are false, as with any other tool or software claiming the same thing mention in this thread.

 

Can you quote Google about this information?

It will tell you the PR and the number of outbound links on any given page.
You should just calculate PR/number of outbound links.

You must not understand what a guarded secret is, no one knows the algorithm to figure out a Pagerank value beyond Google engineers. There are many different factors that no one knows the calculations too to accurating give this type of information.
