Your best bet is a paid service! I'm not sure if free service would really be that reliable.

what do you mean safe? the toolbar's fine, even if you don’t have the toolbar active, if you righ-click on a link, you can visit with Anonymization turned on.

Since i go to school I have to bypass their filters and that is the only proxy that i found so far that works for me.
