No That's not possible but there are some sites available where you can find the exchangers but be aware of scammers.

The only way you can do that is exchange with another person in secret since it's against paypal's TOS to do currency exchanges.
Yea, do it secretly and the memo (notes) for the transaction should not bear any mention of exchange but something different. (like sale of some goods etc.)
You can do transfer money from paypal to moneybookers using third party service. Try to find a good exchanger in another forum. Because at DP Forums, Money exchange is not allowed. Maybe you can try my signature link "Get Paid To Post" , you can find a good exchanger at that forum.
Whether DP allows or disallows money exchanges is not the issue here, both Moneybookers and Paypal does not permit such activities. The only legal way of transferring money from paypal to moneybookers would be to withdraw the money from paypal to your bank account and then use your bank account to send money to your moneybookers account. There is no other legal way around it.
