Well, the best way would be to find any sites that have a high PR, and get links on those sites. As many as you can get, the better, and by doing so, those sites will pass PR onto you...
backlinks from high PR pages as Breakaway already said... the thing is that sometimes it is hard to find a page to get those backlinks for free... and if you want to buy a PR8 backlink it will cost you an arm and a leg... and possibly a torso lol just start building steady backlinks or try out LINK BAITING... it is a way to attract webmasters to link to your page naturally .. check out a post I wrote on my blog about it Master Link Baiting Techniques
Google algo is same for any kind of theme to improve PR. no any other process, whatever processing you are doing for other themes, you need to work with the same for your this website also.
The only way to improve PageRank is to get quality links. You can do linkbait, buy them, start a link building campaign, etc.
naturally.. as what they've said.. build a quality content for your niche.. look for competitors and challenge them.. thats a bait.. but you're hitting two birds at the same time..

Submit your site to directories, write article and submit article directories,blog posting, social book marking and forum signatures and also do link exchanges for related sites.
Content is King! And it will always stay king. If you have unique, useful, awesome content then people will link to you naturally and you will get good pr automatically. Don't build a site for PR, you'll never get PR that way. Build a site for the people, your visitors and PR will be given to you for free.
If you follow a steady approach to link development, using article marketing, social bookmarking and promotion, you'll have higher PR without even thinking about it. This could take some time, it is a medium term goal. I've never gone to a high PR site to get a backlink. It is often hard, or have nofollow links, or just aren't available to some niches.
Yes, most high PR would have a nofollow thing and its hard to get back links from them, so the best thing to do I guess is to contact their webmaster and request for a back link from them , but be sure they have a dofollow meta tags.
