When a personal account gets funds transferred from the paypal balance of other paypal accounts, there is no fee charged.

he has personal account and you have premier account :)

Personal accounts don't have any fees but cannot accpet CC payments, Premiers can accept all payment, but fees

Yes, you can downgrade your account to Personal. You can do that only once.
I'm not sure what's the procedure though, try to contact the tech support.

Thats what makes me so mad about paypal. But if you have a personal account you can't sell anything.

It depends on your needs. If you mostly receive funds from PayPal balance, then you're just wasting money in fees.
Some of us have two PayPal accounts, one Personal and one Premium and use them according to the situation ;)

To be precise: PayPal allows one Personal and one Premier / Business account per person ;)

Oh right yeah.. (i do get fee'd on my premium account im guessing this is because the person sending money has a premium account too?)

So would i normally buy things using the premium account?

I was wrong check this table:

    http://www.flickr.com/photos/5xmom/1987599224/

Basically Personal accounts don't pay fees for paypal balance and similar but get charged more on credit card funded payments.
Premium accounts on the contrary pay fees for receiving paypal balance payments but get charged less on credit card funded payments.

It doesn't make any difference when you buy things online.

Remember that a premier account allows you to receive unlimited amount of money from all the members from the 190 paypal supported countries and the personal account (which is not allowed to be used to receive payment from sales of goods or services) can only receive money from other sellers from the 40 paypal supported countries who have paypal balances.
