Normally as a newbie it would appear difficult and confusing in the begining but with a good guide, you should pull through and it's quite a long journey to get yourself to being a good designer. There are too much to learn everyday.
You can buy a hostgator dmain if you have a paypal or credit card but there other options too.

Wherever you started you must know the basic of HTML!!! You can have any web design tool for building sites...but sooner or later you will need to "hack" some html code by your own. So I think this is a start...

For design you must use your imagination and have some creativity. But today in web 2.0 "zone"...you must build your design skills every day...;)

I still consider myself a pure nublet. I started out with editing templates from oswd.org and hosting them on FREE ISP provided space if you have access to any it's a good starting point but not all ISP's provide this. It's just an avenue you may not have considerd :)

If you don't know anything about designing then it is better to hire someone for your site

Well if you know little html i.e. the very basic tags. and you dont want to spend hundreds of dollars for a web designer you can use a website template. But if you want a unqiue design then for sure hire a web designer.

Here is article about pre-made website templates

    Good luck with your site!!!!
