I want to convert VOB files to mpeg or quicktime for web use

I occasionally get videos from customers that have been packaged to autoplay in a CD. They have files with the VOB extension. I want to convert these 3-5 minute clips into something that can be streamed and viewed in Windows Media Player or Quicktime.

Any recommendations for relatively inexpensive software that does just that?

OK, I purchased the software. The video is 3 minutes 50 seconds long. When converted into either MOV or WMV format (both 320x240) the resulting file ends up about 40 MEG. How can I tune the conversion to result in a smaller file size? In other words, how do I set up lower quality settings and maintain 320 x 240 to get a smaller size file?
