What's the name of your ISP? If there is a better option in your area, I would suggest you to switch your ISP. See my previous reply. Those are the normal rates that are charged.
I can't shift...my parents won't allow me to do so....but if i earn some good money/month i can pay them for high speed.....

The only solution is that you make enough money and pay for the Internet connection. Browse this forum and you will get enough ways to make money. But you will have to put in a lot of hard work.
500 rs. for just 10 kbps connection? That's a lot. You can get like 128 kbps (the speed goes up to 145 - 150) from Airtel for just 699 a month. I had that connection for like 10 months and I just upgraded to 512 kbps connection which costs about 1499 a month. Both plans have unlimited data transfer. Try finding some different ways to earn money.. may be join some affiliate programs and promote them? You can easily get a connection with decent speed if you earn some decent money. Just go for Airtel's 128 kbps plan for a few days. It's just 199 more a month
my parents won't agree to change the connection....and when it goes fro downloading it touches...4-5 kbps...i feel frustrated.....
Unless you are heavily into downloading, you don't need a high speed internet access to earn on the web. Even when I was on dial up before and I was still earning.
Hahaha... Parents will never allow you to work on your PC for so many hours in a day! That means you can't earn online and you can't surf DP!
