In most cases for it to be legal, it needs to be consenting 18+ year olds in the pics, movies, etc. However, local laws may have different regulations. Since the end users are responsible for the content on the servers, it would be your responsibility to verify what is legal and illegal.

As long as your site does not violate our TOS/AUP, you can host what you want. Keep in mind you should also try to stay within the bandwidth allocation.
Whats the connection speed for the servers? Would you allow a low use teampseak server to be hosted, low use being no more than 5 users and only used once in a blue moon?
10 Megabits per second = 1.25 Megabytes per second. That means all downloads share 1.25 Megabytes per second of bandwidth.
