I am a new paypal user and my payment was denied number of times after they had verified my status.

when i wanted to send money to another paypal subscriber, this msg appeared:
"This payment cannot be funded with a credit card at this time."

I reported it to them, and they believed that they had detected a high risk transaction.

have u encountered this problem before? share it with me.

Where are you from ? Perhaps you can contact Paypal and see what you can do to remove the risk.

It is possible that the paypal credit card gateway may be down or the merchant you are buying from is deemed to be high risk.

I have experienced a similar problem. If your Paypal account is funded by a credit card from a country other than USA, this problem occurs when you try to make the payments when it is night time in USA. I do not experience this problem when it is day time in USA, but I have to stay awake at nights. I don't think there is any other solution for this issue.

PayPal is just very strict on the acceptance policy when it deals with high risk areas.

Sometimes I think its to strict, sometimes I'm glad its too protective.

Does that happen for all the sellers on Paypal or just this one ? It could be that this particular seller is deemed high risk and they do not allow credit card payments for that account.

Nope. i asked my friend to make payment on behalf of me and he had no problem with it. I sent an email to paypal again, and their representative replied that i have to wait for 4-5 days to allow this problems to be resolved. She said that my case is very common for new paypal users.
