paid linking are not always reliable.
moreover they dont submit your site to relevant directories.
my advice for you is to go for "organic SEO", i.e. free optimisation

yes that's right , choose FREE SEO Techniques for your upcoming site.

Never think about paid links because search engines are not happy with paid links.

so you should start with organic seo.

    Thanks
    John

Buy some in-content links and blogroll links only on very relevant sites. No way google can know if they are paid or not, vary your anchor text and just start with a small number.

Try not to get all incoming links with high PR right from the launch. Google will be suspicious. As you know, common sites will not get such top quality links right from the start. If your domain is totally new, it might still be in the Google Sandbox and ticking up Google's curiosity will only make it stay inside the box longer.

FREE SEO do not works for many projects. TOPs for many keywords costs few thousand $ per month.
The other problem is, if you've got new website and take few very heavy strong links you can easily have very strong filter from google. So, if you want to buy links, do it carefully!!! Other words - make tyour backlinks looks natural.
    How?
    Where to buy?
    1. Do directory submitions
    2. Social bookmarkings
    3. article submittions
4 Then you need to buy links from other sites. If it is a blog - do not worry to buy posts there.
5 Websites - start from links from internal pages, later start to thinks about front pages.
Do remember 1 link from dtrong frontpage - hundreds from deep internal pages.

    Second question - anchors.
Which anchors for links should you use? First anwser - use your keyword - wrong!
Firs of all your achchors should looks naturally and unique. Do all possible variations with your keyword, make some phrases with keyword, make links with your URL as an anchor - this is natural! make some related phrases, like "here" or "in this shop" etc.

If you want to have sitewide links - do not use your key as an ancher, it is more natural and bettewr to use uor website URL...

All these tip and tricks will do great effect for your website.

Google don't like paid links and reciprocal linking.

I suggest you try to get one way links via free ways. Like article submission, blog commenting etc.

"so I'm just looking for strong backlinks from high PR sources"

You can submit your site to high PR directories, like Dmoz, Yahoo etc. If you want to, you can go with the paid Yahoo listing, It is actually paid for review, its not guaranteed listing.

There are plenty of ways to build quality backlinks so you don't have to buy links cause most paidlinks are frowned upon by Google...

There is no such thing as free SEO. Time is money whether it's your time or someone elses.

Of course paid links are bad.

Unless of course you are buying them from Google.
