You need to understand personal account do not incur any fees on incoming transaction and premier/business does. In personal account you can accept upto 5 credit card payments per year and with premier and business as many you want accoring to your limits.
Only if you have a registered business or incorporated company otherwise you need to sign up for a Premier account.
You do know that you are breaching your contractual agreement with Paypal when you sign up for more than 1 Personal + 1 Premier account. If you use other people's names for those accounts, you will be breaching some more terms. If you break your contractual agreement, it is not advisable to go around boasting about it.
If some one have 2 premier account then what happened? 1 one is real. the other was open for testing. no cc/debit card added. just a account.
If they found you out they can limit both of your account. There is really no need for testing. You can use your personal account to test your premier account. I think there is the sandbox option but not that I have tested it yet.
