Go to a bank in China, preferably an International Bank Branch and apply for a credit card.

You do not need to be a citizen of China to apply for a Paypal account, you just need to be living in China preferably for the long term.

There are two kinds of Paypal accounts for China, one is for usage within China only and the other is for international usage.

Thanks for help. Paypal needs address verification. Which I have not because I have not any document for address verification. To create account is not problem for me. I will also verify it with bank account. But Address verification seems problem for me.

I thought that Address Verification should be simple as I am very sure that you are living in a home, owned or rented. If you rent a room, you can send Paypal the tenancy/rental documents. If you own the place, you can send them the utility bills, phone bills or the likes. Do your bank sends you bank statements to your address ? If so, you can send that to them.

If you are working in China, you can ask your company to issue you an official letter of employment or if you are studying there, you can ask the school to do likewise.

There must be something you need to pay while living in China which would send you a bill or an invoice to your home address.
