It seems me u r a newbie. I would suggest, u should start with wordpress.org free blogging softwqare, by using wp CMS no matter u r a beginner or an expert. And u can do whatever u want with the help of freely available plugins.

    www.wordpress.org

And if u don't want to use wordpress then logon to : www.opensourcecms.com where u will find some other CMS , like joomla, drupal , xoops and many others. But joomla, and drupals r difficult to handle as compare to WP.

If you are thinking about blog, I'd suggest Wordpress. If you are thinking about general site, I use Joomla! a lot - both are powerful in their own respect and IMO two of the best CMS in the Net.

    Cheers!:)

There are tons of CMS that you can use for building dynamic websites. Joomla, Mambo, Wordpress are just a few. Try Googling PHP 'CMS'

This begs the question: What do you want your site to do? E-Commerce, blogging, forum, etc.

It's hard to make a suggestion when there is no indication of what you want it to do. My first inclination would be to just say "Learn PHP and write the code".

It depends that what kind of changes you usually make to your pages. I it is design change like color then you should use CSS. If it change of content then you can not do it with simple HTML. You have to use some other language to create content from database.
