    Looks pretty real to me. Simply stack one and tie it off then stack another.

    China's never heard of things like PUBLIC SAFETY.

    They should be booked and fined, it would be dangerous if any accident occurred. What if one of those drop and crash a car passing by? I really doubt the picture, but if it is true, China roads are Number 1 in terms of danger.
