Not all sites that have adsense ads can be chosen as placement/site-targeted ads. I've never seen it described what the criteria is, whether the site has opted out of allowing itself to be chosen in that way, or it's an age of site, or adsense account issue - if you hop over to the adsense users forum, they might know.
As for the filters - it sounds like you've used the "choose formats" link at the top of the list of the alternatives they've offered, and have therefore chosen to limit yourself to sites that only have image ads, or something like that.

EDIT - Having had a bit of a rummage around google, it seems that sites are not available for placement targeting either because they have opted out, or because they have low impressions.

In the ads you viewed on the other sites, did you notice the "ads by google" link on the ads? Also, did you see a link in the ad saying "advertise on this site"? If they don't have the advertise on this site "link", they most likely will not allow you to target them. :)

You can choose the type of ad formats you are tageting for those site.. it will then filter out those sites that have the type of ad you are using.

He said even though he put no restrictions or filters on the ads, it is still not letting him choose certain websites.

Reread what you just said. Perhaps he needs to actually use the filter to only target the type of ad he's using. It like saying he can't piss in a toilet even though he hasn't tried to open the lid.

The sites that you're trying to advertise on probably serve ads for the Content (AdSense) network, and not Google's Placement network. The Placement network is limited to sites that opt into that specific advertising model.

    Hello

I also ran into this problem. To fix this I found you have to set proper channels for your ads. In the channel settings you actually have to tick "make this available to advertisers" or it will not work.

    Hope this helps.

    How would you do that?
Is that from the advertister's side or the placement owner's side?

Advertisers. (ah edit: I mean Publishers side - where you setup your ad code to place on your pages)

You actually have to make a new channel and when it prompts you tick "make this available to advertisers"
though it still didn't fix it for me after all : S I presume that is the setting that is supposed to fix it
