Where does Google get the "Title Tags" for PDF when it is displayed in their search results? Is it from the anchor text of the hyperlink that links to the PDF file?

Okay I guess I should mention that the PDF does not have a Title tag in the meta description and the title tag they are displaying has nothing to do with the actual pdf itself. Could it be the anchor text linking to the PDF itself somewhere on the site?

You're wrong Schnapster. PDF documents do have a title, author, subject (description), keywords and other tags that function pretty much like HTML meta-tags. Search-engines can read the tags and/or the content of PDF documents if this is enabled in the security settings of the PDF document.
