Revenue, age of site, traffic, search engine traffic, unique content, page rank for some people, design (unique or not).

    Yep I forgot domain name.

No, hosting and server aren't usually included with sale. You should be able to transfer the files to your server if you have one.

The #1 thing I look for when deciding on purchasing a website is not only how much traffic, but where it's coming from. You'll want to make sure numbers are not artificially inflated and what keywords are sending the traffic. A website with a lot of traffic is great, but can be almost worthless if it's not targeted.

PR, pages Indexed, and other factors are kind of a second though to me. I'd rather purchase targeted traffic on a website and monetize from there than worry about the other things that can bounce up and down.

By the sound of it you might want to go play around with your own sites and hosting first, there is no point in going out and buying a site, if you’re not going to have the experience to manage it and then all the users that it had will just go elsewhere. It would just mean that you lose all the money that you “invested”.

I would go get some small hosting package, buy a domain, play around install scripts and making sites with Dreamweaver, try advertise a few and have a look at the results you get. The go and spend your money, buy a site and make it even better.

For me, most important things are

Revenue, domain age, and the sources of traffic.

One more thing is number of backlinks. And also, see from where are these back links coming from.

It is possible that backlinks are coming from the other sites which the owner of the site that you want to buy owns. If you buy the domain and the owner then remove the backlinks from his other site, then it is possible that the traffic will decrease.
