if you want to increase your PR , you can post comments on relevant do-follow blogs... submit your page to search engine directories, submit to article directories and create profiles on social bookmarking sites. This is just the basics.... hope it helps.

You can buy permanent site wide text links on this forum under the buy/sell section. Site wide text links are the best way to build PR to your site. Make sure to use a lot of unique keywords/text in your link text for the best PR building.

I read somewhere that GOOG is penalizing paid links right now. Is this true?

It is better enough to do three-way link exchange without exposing your URL in any forums. You can do PM to show the URL to the clients. This will help you to avoid google penalization.

Not to hijack the thread, but want to know can I really get the PR juice by leaving comments in do-follow blogs? If yes, where can I get a list of them?

How can Google know whether a link is paid or natural or not?

To increase your page rank, you need to have lots of quality one way permenanet backlinks. Buy them if you can, but avoid link brokers like text-link-ads.com because google doesn't like them. Try to contact the website owner directly that would be ecnomical as well. Submit to directories.
Exchanging link is good only if you know that the linking partner is not going to remove your link.

Buying CPM ads won't effect your PR nor SERPs.

What do you mean with "to have my page rank higher"? Do you want to increase the Google PageRank or do you want your website to rank higher in the search-engines? Just to make things clear: the Google PageRank has got nothing to do with the search-engine ranking in Google.
As W3bmaster said, you should not focus on the PR. Instead, try to get/build high-quality links, i.e. inbound links (preferably one-way) from related websites with a good reputation and using keyword-rich anchor texts.

Try and get one way backlinks, from directories, blogs, social bookmarking.

Buy some links for the traffic only. Pagerank is nothing, it means nothing and will end up wasting your valuable time chasing some dumb impossible dream.

Always buy links and adverts for the traffic they will send you.
