    Hello,

I want to build a content management system to manage a multilingual website, so that the Country specific changes in the website can be done by respective Country Admins. Is this possible with Perl or javascript?
    I am new to this.
If anyone has worked in such similar thing please guide me in detail.
Please reply soon, I am in urgent need of this.

    Thanks.

If it's that urgent, simply use a CMS that already handles this... A lot do.

Why reinvent the wheel? I'm sure there are plenty of choices already built...

There are tons of content management system outhere: Mambo (have a review there), Drupal, Joomla, Typo3, CMSmadeSimple, PHPnuke, DotNetNuke, PostNuke, etc,etc...

Here you can find more: www.hotscripts.com (depends on the programming language you want - many of them, especially PHP, are open source so you can mess with their code if you want).
