Technically speaking you can withdraw to only your own bank account. As for whether you can withdraw to your brother's account would depend on whether your bank verifies the details of the transfer or they just ensure the account number is correct but it would not be the right thing to do.

For this, you need to contact your bank to determine what their procedures are and if they do have any checks to determine if all the details are cleared before accepting the transfer.

From what I read in this forum, it appears that the US banks do not check anything and if the account number is correct, the withdrawal would be successful.

The name should match the account name. Expansion of initials would be okay in most of the cases, if your bank accepts that transfer.

No. You cannot withdraw to your brothers bank account.

Paypal require you to verify it is your account by depositing $1 (i beleive in 2 seperate deposits) to the bank account specified.

Then upon updates by your bank or your brother's or after you calling them, you have to input in paypal's verification the amounts you received
    1st field = $x
    2nd field = $1-$x
depending on how much paypal deposit each time.

when i first dont have my own bank account back in the days, I sent email and they said it's fine to use another bank as long as verified

however since TOS and rules may be constantly changing with paypal its best for you to contact their support to be certain.

That could be true but one of my known guy once told me, in US they don't really check anything, if the account number matches whats given while withdrawal, they just transfer funds to that account.
Even if by mistake you have entered wrong account number, you may loose your funds.

not really, you have to get your bank verified first in US.
Paypal will send 2 seperate payments totaling $1 to your bank account with routing number provided at initial setup.

and you have to verify by reporting back the seperate values to paypal.
then they let you withdraw to your back onwards if you pass.

While that is true, you could use someone's elses bank account which you have access to to get the posted amount. It is not like the banks in the US checked the name of the account holders, just that the number is right.

slightly true but it takes longer if the billing address are not matched or holder name is not the same. But then I can say for sure so you may be right.

Additionally, account number / card number of the bank card is not the same as the actualy transfer account & routing number. It is possible to get card number but unlikely that a person will give out account number and routing since it'll be same as giving access to everything withdraw deposit free at will. But possible in very rare case.

it appears paypal is stricter with international accounts, so all what I've said may not even apply for that. :D

Actually, it is not a question about paypal being stricter with international accounts. Paypal has no control over the banking system and just relies on whatever checks the banking system has.

If the country is lenient then the process would be lenient. In Singapore, even bank to bank transfer you need to ensure that all details are correct otherwise the transfer would be rejected. Basically the banking system here enforce rules to prevent erroreneous transfers because we are all human and we can make mistakes. It would be horrible if you had a typo in the account number when you do a bank to bank transfer and find your money gone to someone else.

I guess in the US there is something call the rights to privacy and thus anonymity is really a big deal. In Singapore, although we do have some privacy, it is not as extensive as in the US.

Bank account holder's name must be the same as that of the PayPal account owner name. I have been charged Indian Rupee 250 due to this. The bank transfer has been reversed as I did mention different names by mistake. I tried to transfer the fund to ICICI bank, India.
