For directory submissions check that section its huge. there are a few which are now paid or dont work anymore but in general its a good site
It will help as long as you do it right. The idea is that other publishers pick up the article and place in on their website which will help you get back links which then should improve your Page Rank and your serps. Be sure though to write good articles. Good articles get picked up by good sites (often with a good PR). If you write crappy articles then either no one picks them up or they end up on some crappy blogs which wont help you very much.
article submission plays an important role in the process called bum marketing. I'd suggest you to submit only to quality directories with high PR. Other than that you could submit articles or posts that you see becoming viral to social bookmarking sites and social networks.
